Why Our Work Matters

Okanogan County lacks both a county animal shelter and an animal control officer, yet nearly 2,700 animals require services each year. With many facing barriers to care, TOAR is a critical resource, offering support to address pet overpopulation, improve animal health, assist families in need, and aid local rescues. Our work ensures that every animal, regardless of circumstances, has the chance to live a healthier, happier life.

TOAR'S Impact

Team Okanogan Animal Rescue (TOAR) is a 501(c)(3) non-profit dedicated to the humane treatment of companion animals in Okanogan County, Washington. Founded in 2022, we work to fill critical gaps in animal welfare across this rural region, where animals and citizens rely on private rescues in the absence of publicly funded shelters. Meet the team!

In a short time, TOAR has become a vital safety net for pets and people in a county where 17% of the population live in poverty. We’ve partnered with Greater Good Charities’ Good Fix team to host Washington’s largest free spay/neuter, vaccine, and microchip clinics, serving over 2,457 animals in 2025. TOAR has also distributed more than 130,000 pounds of pet food and supplies to families, rescues, and food banks


Our programs include transferring pets to areas with higher adoption rates, stabilizing community cat colonies through trap-neuter-return (TNR), and offering emergency veterinary funding for pets and people in need. We collaborate with local officials, the Confederated Tribes of the Colville Reservation, and community partners to create sustainable solutions for animal welfare. Learn more about our Programs!
