Jill Servais
PRESIDENT
Jill has dedicated over 35 years to animal welfare, driven by her deep love for all animals, especially dogs. She and her family share their home with two beloved rescue pups—a Lab/Beagle mix and a Springer Spaniel. In 2023, she founded Team Okanogan Animal Rescue (TOAR) to tackle the urgent animal crisis in Okanogan County, working to create sustainable solutions for pets and their communities.

Robynn Coulter
Secretary
Robynn began supporting animals and humans raising puppies for Guide Dogs for the Blind. 10 years and 7 puppies later, she was hooked on making her corner of the world better for people and pets. After retiring from a 30 year career in event production, her goals for how to spend her time aligned closely with TOAR's mission within the Okanogan community. Many dogs and cats have passed through her home and being without them in retirement has been an adjustment. She fosters and pet sits for friends while she and husband John plot their next adventure to far flung places.

Anita Eylar
Treasurer
Anita has been involved in animal advocacy for over 40 years. She serves as a HSUS Washington State Regional Volunteer Policy Director, HSUS Animal Rescue Volunteer, TOAR Treasurer and actively helps rescue, foster and procure adoption for local cats and kittens. She and her husband have 16 animals of their own, 2 dogs and 14 cats that reside in their home and heated buildings. Animal welfare is her true passion in life, and her volunteer efforts and her custom artpiece donations focus around helping animals be treated kindly and cared for they way they deserve.

Pamela Shull
Board Member
Pam views supporting animal rescues as a very important part of her life. She volunteered at a local dog rescue during the Covid shutdown and has donated toward veterinarian bills over many years. She has seen the need for more services for animals and for the people living in Okanogan County and wants to help to make it happen. Pamela is excited to be one of the founding members of TOAR and looks forward to making big changes in assisting animals of Okanogan County. She currently has a Border Collie mix, named Buddy.

Cindy Koch
Board Member
The name Cindy Koch is pretty much synonymous with “animal rescue.” It’s in her DNA, and let’s face it, she’s stuck with it. She’s worked under several 501(c)(3) organizations and spent years with dog behaviorist Maggi McClure (though it didn’t help her own behavior much). Cindy has owned a state-of-the-art shelter, completed a statewide Companion Animal Landscape Analysis, and placed over 500 dogs in new homes. She’s TNR’d hundreds of community cats, bought five (5) transport vans for statewide animal transport, and is a founding member of TOAR. Animal rescue is her passion and life’s work.

Janet Berwick
Board Member
Janet has been an animal lover her entire life — pets have always been part of the family. While building her career, she spent over two decades volunteering with animal shelters and rescue organizations. In 2005, she opened a pet supply store, hosting fundraising and adoption events. Her passion for senior dogs led her to help co-found The Grey Muzzle Organization, a national nonprofit supporting rescue groups that serve older dogs. Janet has served as a board member for several animal welfare organizations prior to joining TOAR. She now lives in Leavenworth, Washington, with her husband and their beloved furry family.

Jeanine Foucher
Consultant
Jeanine is an experienced executive leader and strategist in lifesaving animal welfare, with expertise in philanthropy, shelter operations, and building effective partnerships. Known for driving transformative change, she led Washington’s first statewide data collection effort, resulting in the 2014 Washington State Companion Animal Landscape Analysis. Committed to data-driven solutions and collaborative leadership, Jeanine currently serves as a strategic advisor for Team Okanogan Animal Rescue. She has spoken at national conferences and mentors rural shelters to advance lifesaving outcomes and strengthen operations and impact.

Peter Brown
Veterinary Advisor
Peter has devoted his life to the welfare of animals and the love they provide for their two-legged family members. With a passion for science and his families’ dogs and cats, he went to veterinary school, graduating from Washington State University in 1991. Since that time, he has practiced in western Washington, and owns a family of veterinary hospitals in the region. He has been blessed with an amazing family that includes three cats (Smores, Jolly, and Boo) and pup Griffey-adopted through TOAR. Growing up in Eastern Washington he understands the needs of animals and their pet families. Peter is excited to consult with TOAR and provide medical support as needed.

Stephanie Kraemer

Stephanie has deep roots in Okanogan County and a strong commitment to the well-being of both animals and her community. With over 12 years of involvement in local animal welfare organizations, she has witnessed firsthand the escalating animal crisis and its profound impact on both animals and the people dedicated to their care. Stephanie joined TOAR in 2023, eager to contribute to their mission of creating lasting change for companion animals, their families, and the countless individuals working tirelessly to improve their lives. Stephanie is currently coordinating TOAR's TNR initiative.

Katherine Bryant
MARKeTING
After years of volunteer work across a variety of causes, Katherine wanted to find a way to combine her professional skills with her passion for making a difference. When her family adopted their first dog, Blue, something shifted — she saw firsthand the profound impact a pet can have on a home, a family, and a life. That experience gave her work new purpose. Today, Katherine channels her design expertise into supporting healthier lives for pets and the people who love them, believing that every animal deserves a happy, thriving life.

Amy Wells

Amy has spent three decades working with nonprofits, but when she volunteered at her first Big Fix event, she knew TOAR was something different. There was an energy, a purpose, and a community unlike anything she had experienced before. As someone who has shared her life with furry companions of all kinds — dogs, cats, hamsters, and guinea pigs — the bond between people and their pets has always felt deeply personal to her. That connection fuels her commitment to TOAR's mission every single day. She is honored and humbled to play a role in this life-changing work.

Marlisa Garcia

Marlisa Garcia is a passionate advocate for animals in need. Born and raised in Brewster, she’s proud to support the community she calls home through her work with TOAR. Her love for animals and desire to make a difference led her into the animal welfare space, where she now combines her marketing skills with her passion to help promote TOAR’s mission and services. When she’s not creating content or brainstorming ways to connect with the community, she’s hanging out with her beloved dogs, Pip and Rico—who pretty much run the show at home.
