Six core programs, one mission
Every program TOAR runs addresses a critical gap in Okanogan County — a region with no publicly funded shelter and limited access to affordable veterinary care.
Spay/Neuter and Vaccine Services
TOAR's flagship Big Fix Clinics bring free spay/neuter surgery, vaccines, and microchipping to Washington State through four-day events in partnership with Greater Good Charities. Each event serves over 1,000 animals and prevents unplanned litters, reduces overpopulation, and stops the spread of preventable diseases. Beyond the Big Fix, TOAR provides additional spay/neuter opportunities and hosts free vaccine clinics throughout the year.

Pet Food & Supplies Distribution
TOAR provides pet food and essential supplies to families and rescues in need. This program helps pets stay with their families during financial hardship and supports local rescue groups caring for animals awaiting adoption.

Trap-Neuter-Return (TNR)
TOAR's TNR program takes a humane approach to community cat care. By humanely trapping, sterilizing, vaccinating, and returning cats to their outdoor homes, TNR stops the cycle of reproduction — gradually reducing colony sizes over time while improving cat health and quality of life. Emergency Services
TOAR offers financial assistance for urgent veterinary care to pet owners facing financial hardship, as well as grants to support local rescues caring for and rehoming animals. No pet should suffer because their family can't afford care.

Transfer Partnerships & Animal Transport
Through strategic partnerships with adoption organizations across Washington State, TOAR facilitates the transfer of animals from Okanogan County — where adoption options are extremely limited — to shelters and rescues where they have a much better chance of finding forever homes.

Community Education
TOAR volunteers visit local schools and community events — including Wenatchee's Pybus Public Market Nonprofit Day — teaching kids about responsible pet ownership, kindness to animals, and the importance of spay and neuter.
